I've tried to buy the extension pack two or three times--each time it
claims to be loading, but nothing happens. Is there an extra step I
need to take? Or is it a problem with the pack?

It is possible there is a problem, does your iPad have a good internet
connection at the time you tried to purchase? Do you have the latest
version of iOS installed on your iPad? I'll check on our end to see
if I can detect anything that seems to be a problem.
