You mean connecting to IRC servers outside insti? Well, mIRC reportedly has a feature that lets it use HTTP proxies.

Of course, there's always the good ol' webchat.freenode.net

Then there are, you know, those drilling techniques that I can't talk about here....

if you just want to use freenode, then you have the web client at webchat.freenode.net
you dont need a client at all.

If transparent proxies can help (they should if IRC allows http packets) then you can use my scripts to make proxies transparent on linux machine. There will not be any need to set proxy variables for different application or to change settings inside or outside campus.

I use IRC cloud. https://www.irccloud.com/
I have not used it much tough but I guess you can use http://webchat.freenode.net/ too, if the IRC channel is on freenode.

The Good:
  IRC can be proxied by squid, both as http and as https (for totally different reasons respectively)

The Bad:
  Major IRC servers run on standard ports, so netmon can easily block it. Even as https

The Ugly:
  As of last semester, netmon did block it.
