to install synaptic manager, use "apt-get intall synaptic". Before that, you would need to set up proxy.
Create a file "/etc/apt/apt.conf" and put the following in the it

Acquire::http::proxy “http://ldap_user:ldap_p...@netmon.iitb.ac.in:80”;
Acquire::ftp::proxy “ftp://ldap_user:ldap_p...@netmon.iitb.ac.in:80”;
Acquire::https::proxy “https://ldap_user:ldap_p...@netmon.iitb.ac.in:80”;

Don't use ftp proxy.
Netmon doesn't allow ftp

if ur username/password contains special characters.. (i m sure they do), u need to url encode them..
http://www.degraeve.com/reference/urlencoding.php
just replace the special character in ur username/password with the correspoing code (eg. ! becomes %21)

Do a sudo apt-get update (or Reload in Synaptic,) then try to install it (either via additional driver, or
