Finding how to set up python2.7 on debian should not be hard. Check which
package manager you have (apt, dpkg, synaptic, aptitude) and use it to install
python on your machine. Once python is installed, you can search for a "python
IDE" available on your system. Usually Idle and Eric are available on most
platform. You can try eclipse too which is bulky but have a lot of feature.

If you are feeling adventours, you can try to build sypderlib on debian.

Check how to use your package manager behind proxy (wncc wiki has an article on
it) and you need to have super user priviledges to install anything on nix at
usual location.

If you are looking for some information regarding how to use python for certain
tasks, feel free to drop an email.

Only minus with virtualenv is that it is not a part of standard lib and he may
have to install it first and add it to the python path or system path. I have
never used it, so really can't say if there is a way out of it.

A virtualenv can be created on one system and used on another just by copying the folder. No support from standard library necessary.

Its activate script handles all the PATHs and PYTHONPATHs automatically.

Having a system to create one isn't necessary either.

Hmm, then you may not be able to run python2.7. Just ask your sysads to sort it out. Your system does not have right version of dependencies (stdlib, and libc6 are pretty low-level libraries). There are some distros (may be yours is one) which does not release updates in its repo unless everything is well tested. Python2.7 may not available on these platforms. This is from debian site. Or what the hell, compile and install using source code.

I keep puppy-linux in a bootable partition of my external hard-disk as well as in 8gb pendrive. I always have a working OS with all tools, and my data with me all the time. I don't have to ask anyone to install this or that on a common lab-pc (don't boot server with it). You just get a system and boot it from puppy. Its some work setting this up but its worth it.

Prefer precise-puppy, you can install ubuntu packages (*.deb) on it. Heard few things about MacPuppy and DamnSmallLinux but I haven't use them.

I dont know what is VPS; if it is some sort of outside machine on which you have
no control, then cant say if doing development work on it is a good idea.

Puppy was just a mere suggestion. It helps a lot if something happens to your
machine. Use it with github/google-code or something else to work.

Broken packages are different from broken libraries.

But the question is, how did you even come across the package manager? Because to use locally from source you don't need to even touch system packages.

Unless, of course, the error you got has nothing to do with packages. Can you paste the actuall error message. 

Which version of debian is it running (lsb_release -a)? What is the machine architecture (uname -a)?
