Hi,
I am not sure if you want to keep it confidential but is the architecture for the application already decided? If that is still undecided I think some of the people here might have some experience with dealing with such scale through non-obvious but better performing alternatives through in-memory DB or cache, and nginx (or something else) for serving ORS.

Additional Details..

Hardware:  could be standard linux boxes (not necessarily server class) that runs gate websites in IITs

No optimisations required. We first want a quick solution.  To search through the records the current method adopted is:

  1234/56/123456.txt

A candidate enters their roll number 12345678 and the data is stored in folders and subfolder structures in one or two levels.  This is quite fast in search.  This level of optimisation is sufficient.  Lets get the Basics up first, we can think of other optimisations later.

We can share the code used last year.  

It should hardly take 2 days to complete it, depending on the experience with CSS.  PHP is very easy and should take less than half a day.
