I am not sure if you want to keep it confidential but is the architecture for the application already decided? If that is still undecided I think some of the people here might have some experience with dealing with such scale through non-obvious but better performing alternatives through in-memory DB or cache, and nginx (or something else) for serving ORS.

Hi,--For GATE related websites, we need a few coders to do the following
- Given a basic design, develop a responsive CSS template (for score card display and printout)
- Given a data of about a million candidates, efficiently query and display the score card (using plain text data base and php)
- CSS and PHP script to display Optical Response Sheets (ORS) and the responses in a user friendly layout.
