CPAN proxy configuration

Hi,

I'm on windows (using strawberry perl) and trying to install
http://pdl.perl.org/?page=install

But it is not able to connect and download.

Then I do

cpan> install PDL

error msg is-
LWP failed with code[501] message[Protocol scheme 'netmon.iitb.ac.in'
is not supported]

Please let me know how to set proxy settings for cpan.
