ISOC #3-#4

Hey everyone,

The next two problems are up!
Also, since nobody posted a solution to #2, we're very curious if anybody managed to solve it or make some progress in that... please comment if you did!

Since it seems that the first problem was too easy, and the second problem way too tough, we've decided to do a binary search on the appropriate difficulty of questions for this group  :P
In that spirit, ISOC#4 is a binary search-based problem that should be quite interesting to those who haven't seen it in a form other than the vanilla search on a sorted array before.

We'll post the editorials to the third and fourth problems by Saturday night, so everyone please take a shot at them by then.
