Release of news task references

Hi All
The news task references are now available from
http://data.statmt.org/wmt21/translation-task/test.tgz
These include second references (B) for the following language pairs:
en-cs, cs-en, ru-en, en-ru, en-zh and de-en. We will also release second
references for en-de and zh-en, but these are undergoing final checks.
The next steps for the news task are:
- De-anonymise primary systems in Ocelot (NB Ocelot is currently down,
but this will be fixed)
- Release all primary submissions
- Start human evaluation!
These will be announced on the mailing list when ready,
