News task: constrained/unconstrained information now available

Hi All
I have added the constrained/unconstrained flags to the system release
in https://github.com/wmt-conference/wmt21-news-systems .
The flags are in the tsv file along with the scores:
https://github.com/wmt-conference/wmt21-news-systems/blob/main/scores/automatic-scores.tsv

The information is taken from Ocelot, but let me know if anything needs
to be updated,
