OGC has asked for comments on a "nillable GML" proposal. Please let me know if there is a problem with it by 15 November.

The OGC Architecture Board approved the “Nillable GML” Candidate Standard for RFC (Request for Comment). Details for the RFC can be found at:
 
 
This OGC™ Candidate Standard defines a profile of GML in which the default value for the nillable behaviour of feature- and object-properties may be set to “true”. The default nillable value is set at the level of an application, and applies to all properties appearing in the application.

I have no comments.

I just thought it would be useful to share the contents.  The proposal is to define a conventions of URLs to be used as substitute of nilReason.  This is useful if XSD allows XLink but does not allow nullification/nilReason.  So the use is theoretically not limited to GML but also other XSDs that allow XLink, such as ISO 19139 metadata. 

I'm not pushing this idea right now, since I think some implementation always dereference and instantiate XLinks.  But it is good to know how liberal the general atmosphere around TC211 is....
