namespace for WMO Core Metadata Profile

Hi Steve et al. 

I am now writing the formal specification document ...

The document  Doc 4.1(1)-Metadata Documentation for CBS - Manual on WIS [http://www.wmo.int/pages/prog/www/WIS/wiswiki/tiki-download_wiki_attachment.php?attId=1199] that you submitted to IPET MDI meeting 2 recommended the namespace for WMO Core Metadata Profile as:

6. The WMO Core profile shall use the namespace “wcmp” for its extensions to the ISO 19115:2003 standard. These shall be referenced through the XML schema at the location: http://wis.wmo.int/2010/metadata/version102/wcmp.

Noting that the namespace is not necessarily the schema location, I think the namespace below would be more appropriate:

* although I have some concerns that that namespace of the standard should remain consistent; given that '2012' aligns with version 1.3, this is similar to http://www.opengis.net/gml/3.2

We do not define any extensions to ISO 19139 (e.g. XML elements or attributes), meaning that the 'wcmp' namespace is not currently used in XML structure, we do define additional codelists. In my opinion, the WMO CodeLists should be published within the appropriate namespace.

(A) Do you agree with the proposed namespace and rationale?
(B) Can we _EITHER_ (i) create a new directory @ http://wis.wmo.int/2012/wcmp and publish the updated WMO CodeLists into that directory, _OR_ (ii) create a logical link from http://wis.wmo.int/2012/wcmp to http://wis.wmo.int/2012/metadata/version_1-3 where I anticipate the CodeLists would be published by default.

I have also concerns about the issue 6. I can not see where we need an explicit new XML namespace for our profile. You rightly point out that we do not define any extensions to ISO 19139 (e.g. XML elements or attributes), which means that the 'wcmp' namespace is not currently used in XML structure. I also can not see where this namespace is used for the definition of  our additional codelists. May be that I do not understand the idea, how the namespace should be used.
 
I suggest a deletion of point 6 without replacement.
