Options:
Personally, I think that option (1) seems inappropriate: we shouldn't need to keep copying schemas around everytime we increment a version. Option (3) is inconsistent with our publication of resources at
wis.wmo.int/2012 and is likely to lead to confusion.

ps. as an aside, the permissions on
http://wis.wmo.int/2011/ and downward prevent reading/browsing the directory structure; only the specific XSD resources have read permissions.
pps. also note, that irrespective of schema locations, we may need to host the CodeList Dictionaries at WMO in order to include the 'datacentre' keyword type.
