Sorry for being silent these days .... I had to work on practical solution
of template approach to create metadata for GTS community.
Change since May: now I'm trying a new structure to answer concern shown by
Ted and Steve.
Now metadata is compiled from three tables (contact, station, and VolC1-like
ones). That will ameliorate the ability to express repeatable concepts.
I'm still struggling in updating XML styles to our profile 1.3. Comments are

Sorry for taking much time.... there had been pressing demands so I had to
make something usable.
Please find attached my new form. I took many elements from your work:
- the template comes with VBA script, so it can generate metadata records
in XML.
- it is good to have form entries for contact of three types (metadata,
data, distribution).
- it is nicer (in practical sense) to have location of stations.
Also there are differences (I hope it's improvements or at least not a
problem):
- Data template in my file is still "one row per one bulletin", since there
is strong reluctance shown in GTS people who are familliar with current
Volume C1 management.
- Typically many bulletins from a single centre shares the same contact
information, so that was separated to single sheet.
- Station information is also separated to other sheets, so users have to
type only identifiers.
Software automatically looks up station names and locations, and bounding
box are computed automatically.
I've just made it work this weekend, so the output XML is a bit old-styled.
I'm expecting some comments on it. But changes in XML structure is not a
big problem for me: my script firstly creates intermediate XML, which is
simply mapped from Excel columns, and change of structure is done by XSLT
stylesheet. It's available at

Source codes of Visual Basic is also available in VBA.zip.

The reason that I use this one-record-one-sheet design is to show
clearly my understandings of the template SYNOP.xml , rather than the
Excel template itself.
So, you can review the SYNOP.xml against the Excel, and easily make
clear what do I mean in the our cucial goal, SYNOP.xml
What do think about the XML ? I put a few comments in it, where I
still have questions for us to discuss before making a good WWW XML
template.
I don't know whether that late SYNOP template is helpful, clear,
constructive ? At least, during this process, we can share the
thoughts on metadata applications, so that the DAR MD will be
practical for users.
