[dev] work so far toward an ii/lchat metapackage

Hello,

I want to get my normie friends (ie. ones with computer engineering
degrees that don't follow this mailing list) to use IRC.

ii/lchat could be the easiest thing ever if there was a plug-and-play
solution to using them.

I'm using this kind of setup. It's two helper scripts, an alias, and an
openrc init file. Not exactly plug-and-play but a step in the right
direction.
