[PATCH] Make mouse wheel window focus configurable.

Hi.

David recently added a fix for a "bug" with focusing windows using the
scroll wheel that was effectively ruining my workflow. So I added an
option in the configuration in the WPrefs expert panel, with the new
behavior set by default, as seems likely I'm the only one who exploit
that "issue" for my needs ;).
