Removal of TOC/TOC scroll

I am using wkhtmltox-0.12.6-1.msvc2015-win64 to convert a REST API file (in HTML format) to PDF.
The HTML file has a TOC which scrolls (see below)

The PDF contains the TOC, but it does not scroll and then causes a large gray area after the last entries of the TOC.
Is there a way to make this scrollable or to remove the TOC (and gray area) (the Bookmarks could be used instead)?
