Defining the Language of a PDF

Can wkhtmltopdf define the language of a PDF (for accessibility compliance)?  Right now, when I open a PDF I've created, the language is not defined.  I want it to be English.  I can change it with Acrobat after the fact (example below), but if possible would like to be able to define it with wkhtmltopdf instead.
