US Import Tariffs to Costa Rica

Hello,

I am studying the effect of the free trade agreement between the US and Central America (CAFTA) on the tariffs charged by the US to Costa Rican exports. According to the WITS database, the average preferential and effectively applied tariffs are larger after  the FTA came into effect which does not make sense. The tariffs charged by Costa Rica to US exports seem ok.

I wanted to ask if you have any comment or recommendation on this.
