Unplausible tariff data

Hey there,

I have looked at the import tariffs (AHS) that Mexico is imposing against the US over time. Since NAFTA was entered into force in 1994 and fully implemented by 2008, I would expect a decreasing time trend. Instead the data you are providing tells a different story (see attached picture and excel document): the tariffs jump a lot, which is rather implausible to be actually the case. A similar picture emerges when looking at MEX-CAN and when looking at MEX-World.


Do you have an explanation for this extremely jumpy time-series?

Also, is this only a particularity for Mexico or do also other countries have this issue?

As you may know, AHS takes into account any existing (when available) preferential tariff agreements. In the case of Mexico, as you can see from TRAINS available tariff types (under Support Material->Data availability->TRAINS->View Available Tariff Types), no preferential tariff data were available after 2010. Therefore if you calculate AHS for 2013 for example, only MFN information is taken into consideration.

Dear Sam,

thanks so much, this helps a lot! Two more questions:

1) Is possible to download the table with the available tariff types (under Support Material->Data availability->TRAINS->View Available Tariff Types)? I seem to only be able to view it  but not to download.
2) what do the numbers in the table mean i.e. P(8) or P(7)?
