I have tried everything I can think of, I've had two friends who deal with IT problems look at my computer via shared screen with no luck. Since updating to Windows 11 I never noticed Windows Security would not open until recently, it's active and running in the background in Task Manager. I've tried the Powershell and CMD hotfixes, I've reset my PC locally and cloud but I have no restore or recovery points prior to the Windows 11 update. My PC is up to date on all firmware from Microsoft but Windows Security still will not open. Windows Security nor Windows Defender is not listed under my "Installed Apps" or "Default Apps" so I can't try a drop down repair on it. It does show within my Task Manager that there is Windows Defender engine running and in the hidden icons tab it shows Windows Security active. How do you fix this without having to lug your whole PC to a shop?
Repair Windows Security using DISM: Open Command Prompt as administrator and run the following commands: DISM.exe /Online /Cleanup-image /Restorehealth DISM.exe /Online /Cleanup-image /StartComponentCleanup
@ShahbazUbaid my windows license is already expired. and i am not getting any security updates ever since. and that is also the time where i noticed that my windows security app won't open. is it because of my windows license bein expired? do you think if i reactivate my license, it will solve my problem?
@TayDean It's early 2024 and I am in the same boat since the most recent update. In all their wisdom, Microsoft has removed Troubleshooter with this update and wants me to contact tech support. The last time I did that, I was 77 people away from help. I do not have that kind of time.
I've tried all the suggestions here except reinstalling Windows, which is a major hassle and would require hunting down the software I use for work and reinstalling it too. I had to do this once last week because a previous update crashed my computer. It created all manner of work-related issues.
This is really dumb and Microsoft should have fixed this already. But I'm open to more suggestions.
@ShahbazUbaid I appreciate the suggestion, but it didn't work. I'd actually tried it already along with a host of other suggestions found in other places, but thought I'd missed something. I did not.
I'm fairly sure I'm going to have to reinstall Windows again to fix this. It will have to wait until the weekend as I work full-time from home and this has eaten up far too much of my time as it is.

In addition to the security assurance of its products, Microsoft also enables you to have fine control over your environments by providing various configuration capabilities.
Even though Windows and Windows Server are designed to be secure out-of-the-box, many organizations still want more granular control over their security configurations. To navigate the large number of controls, organizations need guidance on configuring various security features. Microsoft provides this guidance in the form of security baselines.
We recommend that you implement an industry-standard configuration that is broadly known and well-tested, such as Microsoft security baselines, as opposed to creating a baseline yourself. This industry-standard configuration helps increase flexibility and reduce costs.
Every organization faces security threats. However, the types of security threats that are of most concern to one organization can be different from another organization. For example, an e-commerce company might focus on protecting its internet-facing web apps, while a hospital might focus on protecting confidential patient information. The one thing that all organizations have in common is a need to keep their apps and devices secure. These devices must be compliant with the security standards (or security baselines) defined by the organization.
A security baseline is a group of Microsoft-recommended configuration settings that explains their security implication. These settings are based on feedback from Microsoft security engineering teams, product groups, partners, and customers.
For example, there are over 3,000 group policy settings for Windows 10, which doesn't include over 1,800 Internet Explorer 11 settings. Of these 4,800 settings, only some are security-related. Although Microsoft provides extensive guidance on different security features, exploring each one can take a long time. You would have to determine the security implication of each setting on your own. Then, you would still need to determine the appropriate value for each setting.
In modern organizations, the security threat landscape is constantly evolving, and IT pros and policy-makers must keep up with security threats and make required changes to security settings to help mitigate these threats. To enable faster deployments and make managing Microsoft products easier, Microsoft provides customers with security baselines that are available in consumable formats, such as group policy object backups.
You can download the security baselines from the Microsoft Download Center. This download page is for the Security Compliance Toolkit (SCT), which comprises tools that can assist admins in managing baselines in addition to the security baselines. MDM security baselines can easily be configured in Microsoft Intune on devices that run Windows 10 and Windows 11. For more information, see List of the settings in the Windows 10/11 MDM security baseline in Intune.
A domain is, however, far, far easier to manage than a workgroup. Improved management makes it easier and faster to roll out things like security fixes, malware countermeasures, and endpoint configuration changes. However, the fact that the single Domain Administrator account (and any account in the Domain Admins group) has god rights to every domain member means elevated accounts must be carefully deployed & monitored.
What I mean is this: A house that has one door going in and out that locks is more secure than a house with 100 doors, as you must ensure that all 100 doors are locked at all times, which increases the likelihood of you missing a door. Whereas, a house with one door is less likely to get missed when securing the building.
With a workgroup, you must manage all security settings one endpoint at a time, thus making your environment less secure, as you are much more likely to miss securing all endpoints as each one must be done separately. In a domain, settings can be managed centrally, effectively removing the possibility that a machine will be missed.
In the same vein, if an employee leaves a company that has access to all computers, each computer must be touched individually in a workgroup to ensure that their accounts are secured, whereas in a domain a user can be locked out with only a few keystrokes, thus making a domain more secure based in the concept that the more endpoints that must be touched, the increased likelihood that one will be missed.
In my example above, that 10 hour window is huge. In a zero-day situation, where a security watchdog reports a new severe security exploit, the likelihood of infection on your network is 120 times larger in the workgroup than it is on the domain. Your systems are still vulnerable to the zero-day, but in a domain they might be for a far shorter amount of time.
Windows Security is a client interface on Windows 10, version 1703 and later. It is not the Microsoft Defender Security Center web portal console that is used to review and manage Microsoft Defender for Endpoint.
The Windows Security uses the Windows Security Service (SecurityHealthService or Windows Security Health Service), which in turn utilizes the Windows Security Center Service (wscsvc). This service makes sure that Windows Security provides the most up-to-date information about the protection status on the endpoint. This information includes protection offered by third-party antivirus products, Windows Defender Firewall, third-party firewalls, and other security protection.
These services don't affect the state of Microsoft Defender Antivirus. Disabling or modifying these services won't disable Microsoft Defender Antivirus. It will lead to a lowered protection state on the endpoint, even if you're using a third-party antivirus product.
