Technical Program Manager (Snowflake Migration, Azure, Financial Compliance)

• Job Title: Technical Program Manager (Data & Cloud Migration)
• Location: Day 1 Onsite Hybrid (2-3 days in a week) in Phoenix, AZ / Rockville, MD
• Experience: 10+ years of program/project management; 3+ years in data modernization/cloud migration.
• Note: Certification in Snowflake & Azure is highly plus (candidate must provide certification link). Highly preferred candidates recently laid off from top tier companies (FB/Meta, Google, Apple, Microsoft, etc.).

 

Job Summary

Nucleusteq is seeking a highly experienced Technical Program Manager (TPM) with 10+ years of experience to oversee a complex enterprise data warehouse migration to Snowflake on Azure. This hybrid role requires the TPM to manage multi-track delivery, establish robust program governance (including risk and dependency management), and ensure critical milestones are achieved within schedule and budget. The manager must have a strong technical understanding of the data modernization lifecycle (ETL, architecture, BI) and experience managing compliance requirements like PCI DSS and SOX.

 

Key Responsibilities

• Program Leadership: Lead end-to-end delivery of the Snowflake migration program, covering architecture, ETL, validation, and BI tracks.
• Program Governance: Establish and manage program plans, track KPIs, costs, risks, and dependencies.
• Stakeholder Management: Manage vendor teams, offshore delivery partners, business stakeholders, and facilitate executive and steering committee updates.
• Technical Collaboration: Collaborate closely with architects and engineers to remove delivery blockers and maintain velocity.
• Compliance Oversight: Oversee PCI DSS, SOX, and data security compliance throughout the delivery lifecycle.
• Facilitate retrospectives and continuous improvement initiatives.

 

Required Skills & Experience

1. Program Management (10+ years): Proven experience in program/project management.
2. Data/Cloud Migration (3+ years): Proven experience delivering Snowflake or Azure data platform programs or similar complex cloud migration programs.
3. Technical Acumen: Strong understanding of ETL, data modeling, and BI lifecycle management.
4. Stakeholder Management: Excellent communication and stakeholder management skills across technical and executive levels.
5. Certifications (Preferred): PMP, CSM, or Azure Cloud certification preferred.
6. Domain (Preferred): Experience in banking or financial regulatory environments preferred.
