In Android you can set system wide "ring tone mode" to be either "Normal" "vibrate" or "silent". For normal the tag name will be spoken. For vibrate, no audio will play but phone will vibrate. For silent, it will not vibrate.So please try to find the "ring tone mode" in system wide setting screen, how this option is called may be different depending on your Android version and branding.

I have searched the settings in the phone. Vibrate is disabled for phone as well as text. The only time the phone vibrates is when a push notification comes in for a sensor tag.
Android version is listed as 5.1
