water sensor: "cannot calibrate two sensor readings to the same value"

The "Moisture/RH" value is showing 4% when placed in a completely dry area under my water heater and when I try to calibrate it, I get the error 'cannot calibrate two sensor readings to the same value. please place the sensor in a very different moisture environment, click "Update" to get a different reading and calibrate to a new value'

So I dipped the sensor in water and got a warning of 34%. When I tried to calibrate, I still get the same error.
