If you drag the slider should move at 0.1V increment right? 
This seems to be a bug in the Android browser in terms of HTML5 compliance. 
If you look at the HTML tag for that text box it is 
<input type="number" data-type="range" name="lbTh" id="lbTh" value="2.5" min="1.5" max="3.5" step="0.1" data-unit=" volts" class="ui-input-text ui-body-null ui-corner-all ui-shadow-inset ui-body-c ui-slider-input">
There is nothing telling the browser to disallow user input decimal point.

So I noticed when using the android app I am not able to enter a decimal point  int he battery voltage threshold.  Yes you can copy and paste it or use the windows web page to enter a decimal but clearly the app has a bug, it should be pulling full keyboard not just numbers?
