Nest Controlled by PIR and Reed -App Help please

Hello, I need coding help as my programmer skills are limited to excel formulas.  I need a KumoApp that does the following:

A.

Turn Heat on when PIR see motion (then times out as the current app does)

AND

Windows are closed

B.

Turn Heat off when PIR see's motion 

IF

windows are open.

Purpose:

I need a way to turn off (away) the Nest if a windows is open even though the PIR sees motion as I have a tenant that doesn't understand the need to turn the heat down when you open a window.  Right now I am using separate apps for the PIR and the REED however they seem to conflict when one is turning on the heat and the other is turning it off.  

The PIR has been great for the apartments I rent out above my head, to use them with shift workers I have to set the Nest as "Business" so it will not do an automatic night set back.  Using the PIR to adjust the heat has worked better than hoped, now I just need to incorporate the REED sensors in to the mix.
