Let me point you to some resources online which can give you an idea of
how wireless technology can benefit rural communities and also to
training materials instructing how community wireless networks can be
built:

To see details about a wireless project in Kafanchan, Nigeria, go to
http://fantsuam.it46.se/ . See particularly the case study published at
http://fantsuam.it46.se/files/S/IT46_FF_Case_Study_Zittnet.pdf as it
will give you an idea about what benefits for the community are expected
from using wireless technology in that particular town.

A series of training materials has been developed as part of the project
you mentioned, as well as within other activities. They cover both
technical aspects of building wireless networks as well as other issues
you have to keep in mind, such as making your network sustainable in
future.

You can find these materials at

some new ones will be added shortly).

These manuals are relatively complex and mostly require some previous
experience with computer networks. If we hear about a workshop or a
course on this subject taking place in your region, I will let you
know.

materials let me know and I will send you a CD by regular mail.
