Hi Stephan,
With the last winpython versions, the "pip" method seems to work more often than the "control panel" method.
Did you try with "pip" ?
- launch "WinPython Command Prompt.exe" ,
- type :
pip install basemap

is it possible to use basemap (http://matplotlib.org/basemap) within the WinPython IDE?
The exe-file from the website did not work when I've tried to install it applying the WinPython Control Panel.
