When Creating Dial peers on H323 gateways it was Agreed that
Destination-patterns match what the user of that gateway would be
dialing, so that if the gateway were to go into SRST mode (SiteB), the
same Dial peers could be used.

My question has to do will Local Route groups.

If you create a Local route Group for 911 and Local calls you have 2
options create the pattern 9.[2-9]xxxxxx and remove the '9" using a
predot on the pattern --> this means your destination-pattern on the
H323 gateway will have to be [2-9]xxxxxx. meaning that when in SRST
mode and extra Diall -peer will be required, and users will able to
not dial the 9 when calling local calls.

if you send the whole pattern to the MGCP gateway, the call will fail

My question is: Should we create a voice-translation rule to add a 9
to any 7 digit pattern coming from call manager, and in that way use
the same dial-peer, or just not worry about it?
