Q1) DHCP Question
Your colleague is configured the following on the

Which is the number of the SIP dial-peer?
My comments
The above output comes from “ sh call active voice brief” command.
You can make a call from R3 and verify this.
The first highlight pid:20001 Answer 5001 indicates that the call is made from DN 5001 which has the dial-peer tag 20001. ( This dial-peer is created by CME or SRST when the dn is registered.)
The second highlight pid:4000 Originate 2400 indicates that the call is going to 2400 which has the dial-per tag 4000.
As per this question the answer should be 4000.

My answer would be : they might not have DHCP SERVICE enabled on the router. Please verify.
