CBARGE & PRIVACY ON CME

In trying CBarge and privacy on CME I am getting awierd result, and am
wondering if anyone else has seen this.

I have configured a shared line and barge and Cbarge work fine except
if the caller drops the call, and another call is made to the shared
line, the caller gets a busy signal............the only way I have be
able to make sure this doesn't happen is to press the shared line key
on both phones.............rebooting the router does not fix
this..............Is this a bug???

I have configured CBarge and Privacy on my CME and it works fine,

because I only have One 7965, and one 7961, I configured the lab so all phones register with my CME

I have configured a shared Octo-line extension 4003 on Ephone 1 and 2.
 I am using a 7965 as Ephone 1 and a 7961 as Ephone 2.  Both ephone have a ephone-template with barge keys configured, ephone 1 has a privacy-button configured  and of course Conferecing is configured and working

The issue is that if I call 4003 from the PSTN or Ephone 3 (ext. 4004) both phones ring if I answer with Ephone 1 Cbarge works for Ephone 2 and if I configure the Privacy Button on Ephone 1 it works too and stops ephone 2 from barging and seeing who has called.
The problem is that when I call from 4004 or the PSTN phone(local Line) and do not end the call by hanging up the ephone that answered the call first, if after I hang up I try another call to 4003, I will get a busy signal.  and the only way to fix this and allow a call to 4003 again is to physically press the 4003 line button on the phone that picked up the last call. I just realized I should have done a show ephone once the first call was hung up to see what the line state was!!

it seems there is a bug and if the PSTN phone or ephone(4004) hangs up first, 4003 gets locked and any new calls get a busy signal

I was at Winnet today, and someone suggested I use the conference-drop command under the ephone, but this is to configure when the originator or all internal participants in a conference drop off the call.
