Hi all,
  We've had a long debate with Windsor properties on the inflated maintenance charges a few years ago. We bought a 40x60 sire at Windsor properties in Aug 2007 and even at that point the maintenance charges were Rs.48,000 for 3 years(20 psqft). At the time of agreement they refused to reduce it or even explain how they arrived at that magic number for empty plots and we had no choice but to accept it. Fast forward 3 years and in 2010 we received a letter stating that they need another Rs.48,000 for the next three years. This time as there was no agreement we asked them to give us the maintenance details for the still vacant sites before asking for any payment and after a few rounds of discussions they finally told us this- "At least 9 laborers’ work in the site every month, and one of the site supervisor reside in the township. On an average our Maintenance bill will be Rs.45,000/- to Rs.60,000/- per month".

Based on the above and we did a detailed calculation and came up with the value of Rs.4 psqft. Here is our response to which we never got any reply till date.

Dear Mr. Prasad,

    Thank you for the details. We have gone through your mail and here is our calculation - 

 

Phase I

30x40: 26 sites = 31,200sq ft

40x60: 27 sites = 64,800 sq ft

odd ~30x40: 18 sites = 21,600 sq ft

 

Phase II

30x40: 93 sites = 1,11,600 sq ft

40x60: 83 sites = 1,99,200 sq ft

odd ~30x40: 20 sites = 24,000 sq ft

 

Total area in Phase I + Phase II = 31,200 + 64,800 + 21,600 + 1,11,600 + 1,99,200 + 24,000 = 4,52,400 sq ft

Monthly expenses of 50,000 with 10 workers.  For 3 years total expense is 50,000 * 12 * 3 = 18,00,000

Cost per sq. ft = 18,00,000 / 4,52,400 = ~ Rs. 4 per sq ft

 

Based on the above calculation the reasonable charge should be Rs. 4 per sq ft. Your quote of Rs. 20 per sq ft is 5 times the amount and is too high. At the rate of Rs. 20 per sq ft the charges collected will be Rs. 90,48,000 (~90.5 Lakhs) which is a huge amount and is very unrealistic to maintain an empty layout.

Even I have received the letter. Don't know how many sites are still left unsold. I think we would need an agreement to pay this amount. Else there is no guarantee of what will be maintained and for how long.

Hi Mahesh,
   We have paid only once during the initial sale. Still waiting for the response from Windsor properties on why the maintenance charges are so high for an empty locality. We are ok paying for the basic maintenance at ~Rs.4 psqft, not 20. In fact we requested them to call all the Phase I and Phase II owners for a meeting to decide the Maintenance charges and they conveniently ignored our request.

   Here is a request to all folks who have received the mail/letter for the maintenance charge: could you please mail back Mr. Murthy/Prasad and ask them how the amount has been decided? What are the monthly expenses that they are currently incurring? This would help us better decide on what the actual maintenance charges are.

  I am planning to go there on 23rd or 30th to pay the property tax based on the bill collector's availability. Sorry, have another appointment on the 24th. We could also meet in the city if people are close by. I live near Bellandur, ORR.

Hi All,

Legally, Maintanence should be decided by the owner's commitee together with the agency in charge which is windsor gardens itself in our case. Since the commitee is not formed, windsor management is dictating terms. I know, it is early days to form a commitee, but still there should be rationale behind every levied on us.
 
I live abroad, so can't be a part of the meeting. but will want to extend any help possible from offshore.
