Vista IE9 Cannot open Internet Options or Print Web Pages --HELP!

I can see print preview but cannot print web pages. I get an error
that says an error occured in the operation.

Also cannot open Internet Optios except if I go to hel and opn from
ther.

I have uninstalled IE9 to IE8 and back again-- no joy.

Any suggestions welcomed.
