Windows 2000 Professional Services.exe at 100% CPU

Hi,
Recently on my Compaq Presario 1700T laptop with Windows 2000 Pro I
began having a problem with the services.exe process running at 95 to
100% for between 1 and 2 minutes after coming out of standby or
turning on for the first time. After a little troubleshooting I
determined it had something to do with the network, perhaps the DHCP
client because it also occurred if I changed from wireless to wired or
dial up.

Using this as an excuse I purchased a new drive for my laptop and
installed Windows 2000 but to dismay after I had almost everything
installed the same problem happened again. Has anyone seen anything
like recently? I'm thinking it could be a bug with some recent Windows
Updates.
