Change boot.ini before startup

Hello,
I am working on a notebook (win2k SP 4) that has been infected with
several viruses. One consequence of these was that I could not boot
into safe mode any more by F8- the message *** Access to Safe Mode has
been disabled". I appended /safeboot:minimal to the boot.ini, with the
consequence that it isn't working this way too and I am stuck in the
not-working safe mode. Is there a way to change the boot.ini before
startup?

Isnt it alot better for you to reinstall the OS...?? have you taken a backup of your system?

The drive is encrypted, and in addition CD-ROM is disabled as boot
device in safe mode.
