How can I block/remove access to Microsoft built-in games (Solitaire,
etc.) through the Help Files?

If you want to remove the games then you can simply delete
"MSHEARTS.EXE", "SOL.EXE", "FREECELL.EXE" and "WINMINE.EXE" and if you
want to delete pinball you can search for it using WIndows search and
delete it.

Although I've never heard of deleting through Windows Help...

Okay, thanks for the reply. The PROBLEM I'm having is that even though
I've deleted those games from the accessories folders and everywhere
else I can find them, it is somehow the case that if you Search Help
for "Windows Games" you can get a list of these games and launch them
from within the Help File. I may be crazy, but I would swear that
there is something in the Help files that is regenerating the game file
executable, but I don't know how this is happening. Something to do
with Compressed Help Files (.chm) I think.

Got ya. If you search for the games name, such as MSHEARTS.exe, it will
only bring up the exe file, but if you search for MSHEARTS.chm and for
the other four games, you may be able to delete them. Or maybe not.
Have you tried Adding/Removing components from Add/Remove Programs? I
think the games are just about the only thing Windows will let you
remove without putting you under illusion you have actually (Like with
Internet Explorer)

Try it and see. Add/Remove Programs, then click Add/Remove WIndows
Components, and double click Accessories, there should be your prey,
ready and waiting.
