There is both a terminal services server for windows 2000 server as well as a client. The client, at least, can be downloaded from microsoft.

Control Panel - Add/Remove Programs - Add/Remove Windows Components -
Terminal Services
This one is for Administrative purposes (All users must be in the
Administrator group). If you want more, use the Terminal Services
edition, which has been available since NT 4.
