I'm curious if someone can help me get to the bottom of a question.
I'm a user of a server running Windows Server 2008 R2 Enterprise. In
a very painful process involving our very incompetent IT staff, over
almost a year we requested and received our server. Now we are told
that it can support only two simultaneous users at any one time, even
though we have five staff waiting to use the server.
I did a little research, and Microsoft’s website appears to indicate
that Windows Server 2008 R2 Enterprise comes with a minimum of 25
Client Access Licenses (CALs).

Before I inquire with IT, I wanted to get a little information. Is
there a legit reason they might have for only having 2 CALs
available? If they have Server Enterprise, could they be using the
other 23 CALs on some other machine (that is, can Server Enterprise be
installed on different machines if you distribute your CALs over those
different machines)?
Or any idea if there are some purchase options, other than those shown
on the Microsoft webpage link shown above, that provide only two CALs
instead of 25?
