Youcan use the Education view in 'data views' to check just how effective they are. It really depends on just how 'educated' you want your city to be. I would say that it is not worth it to destroy existing libraries and museums once you get the main versions. They are pretty cost-effective education buildings.
Care of the budget is the mayor's number one duty. Use your population by age display to determine when museums and libraries are really needed. More blue, more museums, art galleries and the opera house. A library can be used in a rural community instead of a school.
Oh yeah. That's why every so often I look at each individual school, library, and museum to make sure no phantoms are bugging my slider not to mention if I add a new neighborhood somewhere make sure the funding is enough for the new sims. I also check my hospitals as well!!!
I build libraries in as many places as possible. Because you can cut costs on books this doesn't cost much. I also have a main library. This costs some more, but all the costs for libraries combined are nothing compared to schools, and they are a great tool to increase your education level (especially older people benefit of libraries).

Next, if it doesn't show up in the library at all, is it possible that you had a different account back in 2013 when you purchased the game? It's really easy to forget old emails / passwords / account names (the older I get, the easier it becomes for me ) To check, go to and log in to your account. Click on the Order History tab on the left and then change the drop-down boxes to show All Statuses and All Dates. Hopefully, it shows up in there.
If not, try logging in to with any old emails & passwords that you can think of, just in case it's registered under a different account. If you find the game in a different account, then follow the directions here: -us/help/account/accidental-second-ea-account/ It is possible to merge two accounts, but it's also risky. Be sure to read about Persona Transfers before deciding.
If you still can't find it, you'll need to request Account Support with Customer Service Unfortunately, there's nothing anyone on AHQ can do to help out. Given that museums and libaries are cheap to fund, because they don't need school busses in their funding, it's a good idea to include them in every city. And a museum's radius spans the whole city, so you only need one. Eventually, your sims will get older, and you'll want a museum anyway. If your city is big and old enough, you'll need a few museums, because one won't be enough for all the old sims that want to see what they're going to end up like.
Are these needed or useful at any point in the game? We all know at this point you really only need one education building. Though I find a highschool and a University packs in more students. But what about libraries?
Well, I wonder if they satisfy the "no shopping" need, and I'm pretty sure shopper agents go there even if they're not out of money. I think about the building more as a way to interact with shopper agents than education though, it just happens to provide education as the payoff. I find it at least accelerates getting an uneducated city to educated, and you can pay less attention to class sizes being just a bit too small.
My best guess would be that the shoppers carries the "education" like it does happiness from a shop into a house, and then the kids that are living in that house go from uneducated to educated and the house becomes green on the educated overlay and says Educated when clicked on.
Skyestorm made a great video about education on youtube, you should check it out but perablenta is correct. If you follow a shopper home after they visited a library, you'll see the education of the house increase.
A house has two inhabitants: residents and kids. When residents leave their house they become either workers or shoppers. Kids on the other hand try to find a school/college/university to receive education. Kids never 'grow up' to become residents and residents never go to schools. (Sims do not 'live' out lives, they are only representations)
When a kid has visited an education building, he'll carry a piece of education and donate it to the house he'll decide to sleep in. Houses keep track of your city's general educational level, not sims themselves. (And educated houses 'protect' the inhabitants from fire/accidents/turning-to-crime/learning-to-recycle etc.)
This is where libraries come in. Residents never go to school/university ever, however shoppers DO visit libraries and, like kids that visited a school, they'll bring back education to the house they go sleep in. Therefore, a library is the only building that adults/residents can use receive education.
Adding libraries to a city with other education buildings increases the speed at which a city becomes educated (because it increases the potential number of sims who can carry education home). A satisfied shopper will look for the nearest home to sleep in, so placing libraries in uneducated areas of your city helps education in that area. On top of that libraries incease landvalue and are not very expensive to maintain. You do not need libraries.
If I log into Origin through my browser Sim City is sitting there in my library of games. If I load up the Origin Client and have a look - hmmm Sim City is not there. If I go to Origin Access Vault Games within the client Sim City appears if I have never added it to my library. Yet its installed and playable. This is not a huge problem but just emblematic of my usage of the Origin Client - its just that little bit off, that little bit janky.
Its not hidden - I know what games are hidden as I made them so. As I said inside the client when I go to Vault Games Sim City is not tagged as owned even though if I go to Vault Games on a browser it is. I have it installed on my PC in the same folder as my other Origin games, its not in the hidden tag as I am not an idiot and would have remembered doing it. You are saying that you think Origin might have started hiding my games from no input from me? Can we cut to the chase here? Origin is janky as hell. You know it. I know it. Sorry to be cranky about this but I have not had to contact Steam or GOG or Ubisoft about their clients and I have been here more than I want to. I've done nothing to the client, to my games folder, to my PC, nothing. Origin just doesn't recognise when it has a game installed through it. What else is there to say? Its janky.

You aren't actually helping here Tom. Maybe its Hidden you say. Nope. You only have the Origin Access version. Yeah as illustrated by the quote above. SO WHAT? So if its only the Origin Access version I can't get help from a EA Advisor? Tom you are again no help whatsoever. I thought my initial post was fairly explanatory of what is going on.
