Looks like new laws are in effect for this year in Illinois unless exemptions are made. Might require registration numbers on
windsurfers and water stamps on kiteboards.

Water Usage Stamps:  Owners of non-motorized watercraft, canoes, kayaks and paddle boats in Illinois are no longer required to have those watercraft titled/registered in Illinois, unless the vessels have a motor or sail.  They are now required to purchase a 'Water Usage Stamp' for $6.00 per calendar year for the each of the first three vessels, and $3.00 each for any additional vessels.  All of the new Water Usage Stamps (also known as Paddle Passes) passes must be purchased at the same time to receive the discount.  Water Usage Stamps are mandatory.  The stamps should be available over the counter from DNR Direct license and permit point of sale vendors beginning July 1, 2013.  Use this link to find vendor locations for purchase of the water usage stamp:

New Law in ILLINOIS

"Non-powered watercraft" means any canoe, kayak,
kiteboard, paddleboard, float tube, or watercraft not
propelled by sail, canvas, or machinery of any sort.
    "Sailboat" means any watercraft propelled by sail or
canvas, including sailboards. For the purposes of this Act, any
watercraft propelled by both sail or canvas and machinery of
any sort shall be deemed a motorboat when being so propelled

Really???  Really???  I say we all profess ignorance until someone says we need these "stamps".  I'd suggest  we don't inquire and see if they actually enforce these regulations.  Daily park operators may not even know about them, plus kiters and many windsurfers carry their gear inside cars and would easily pass through the first gate (i.e.. Coles Creek).  Plus when is the last time you saw water patrol on the water???? 

I'd suggest business as usual.
