I am trying to install on an HP Mini 1000 Mi, and Ubuntu 8.04-based
system and get an error message that package architecture (i386) does
not match system (lpia). A quick search tells me that this is a "new"
Ubuntu mobile architecture that resembles i386 but uses different
optimizations options in the compiler and different configurations and
build options for some packages. Anyone have any suggestions?

Have you tried a standard install of Ubuntu or Debian. Looks like HP
has their own version of Linux in the mini.
It's the same processor that's used in the other netbooks so it should
use a standard Linux.
From what I have read there's an ubuntu specifically aimed at the
netbooks http://www.geteasypeasy.com,

Something like that may be a last resort. I have relatively little
unavoidable need to run Windows programs, and will probably just
create a bootable USB device for occasional Windows use if there is no
way to get something like Win4Lin working.
