Added loading of reputation histogram

The script to load reputations in the db, load_reputations.py, now also loads the reputation histogram.
Note that the reputation is set to 9, which is appropriate for pages belonging to large wikis.
I think this is fine, since for small wikis, one can just use the online mode.
I pushed my changes to the luca branch on sourceforge.
