Migration of docs

Per some random internal discussion and the fact that we all like mediawiki (and thereby hate anything that isnt)... we've moved our documentation:

We've also added a category for anything "technology related" (IE Javascript, bots, daemons, tools, etc) to go along with it:

http://en.wikinews.org/wiki/Category:Wikinews_tech
