Privacy (policy) issue

When I am not logged in I can see a button labelled '[+SHARE [f] [t]
<an envelope> ...]'.
When I _am_ logged in, (the left panel changes and) it is nolonger there.
Is there a (policy) reason for this? Or, is it a technical issue?
Either way, I don't recall a policy discussion (except perhaps the one
on embedding links and media, which did not come to a conclusion)
which might have approved the appearance of these links ??
Perhaps the issue was not so clear back then?
More information is coming to light which amplifies my concerns about
such things.

So, perhaps such a policy discussion should go back on the agenda for
the next community council meeting?
Any ideas of when we should convene this meeting?
