Bug in FileAction.php?

After updating to open source rev 280, I found that the resized images
(small, medium, square and thumbnail) are no longer being created.
Also, none of the directory structure gets created (files--sites/
sitename/resized-images/...). When I reverted the FileAction.php file
back to rev 277 everything started to work again.

Can you look into this? Let me know if you need any more details.
