New Wii board user : Questions

Hi,

I have a 'Wii Balance Board' without a 'Wii console'.

1- Can i communicate whith it using this API without the Wii Console ?
2- If 'NO' can I synchronize it with any Wii console and then use it
with "WiiboardSimple" ?
3- if still NO.. what to do ? :)
