The short answer is yes, that is the correct folder
Microsoft has a doc that describes the difference between the 3
subdirectories of AppData in Vista (Local, LocalLow, and Roaming), but
basically this sentence provides the answer to your question:
"The AppData\Roaming folder in Windows Vista is the same as the
Documents and Settings\username\Application Data folder in Windows XP."
And there is a table showing various Vista directories and the XP equivalent
that specifically shows Start Menu under \Roaming.

We definitely have some issues around the startup shortcut. The one
currently generated works for Windows XP, but not much else. It doesn't
work at all in Win 7 and Vista 64bit as covered in another thread here.
The workaround pops a browser window, which is not ideal. We (actually just
Steve) also want to get an OS X solution working.
We'll try to get this working one way or another for Windows XP, Vista, Win
7 (32 & 64) & OS X in the next release.
