Lidar Remove Outliers bug?

I was trying to remove outliers from a LAS dataset (download here) using the LidarRemoveOutliers tool. However, it seems the tool is not effective in removing the outliers. As you can see from the map below, the elevations of the outliers are at least 2000 meters above ground, which is much larger than the max. elevation threshold of 50. Any possible reasons why those outliers were not removed successfully? Thanks.

Using the LidarElevationSlice tool I was able to remove the outliers. Here is what the dataset looks like. So the problem probably lies in the LidarRemoveOutliers tool.
