You have to explain what you mean by the phone factory reset on its own. I have never heard of such a thing. If someone knew your Apple ID/iCloud and password, I suppose it would be possible for them to log into iCloud.com using your credentials and erase the device. Other than that, I see no way this could happen.

My best guess is that if the erase option is set the phone will be erased in milliseconds after the 10th failed password. I've seen a security article that explains that the mechanism for erasing the phone is to delete the encryption key and restart the phone.

last resort was to do factory reset. at first, the phone activated and opened, but some of the apps weren't downloading. i decided to factory reset it again, but this time, it's not going past the activation screen. it keeps saying "unable to activate because activation server is temporarily unavailable" (but servers are working fine, i checked). then when i try using wifi, it just says "unable to activate an update is required to active your iphone" and gives me an option to shut down.

Like I said, it is my device. I factory reset it because of cellular network issues. my cellular network is still not working. i just see "no network" or it keeps searching for a network eventhough a sim is there.

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their apple ID.
