OS map tile usage

I wondered how much having the map start location stored in a cookie effects the site Ordnance Survey map tile usage.
If I remember correctly the usage counts the number of unique tiles used rather than the number of tiles downloaded from the OS server.
If that is correct then if most returning users want to view another location then the stored location tiles are not needed.
Perhaps you can reduce the tile usage by always starting the map at the same location?
