I wonder if Google Checkout falls under their jurisdiction. I mean,
Google Checkout may be considered USA even if Google have a HK office.
Not that I don't sympathize, I myself have a good mind of dragging
Google to Singapore's Small Claims Tribunal for a refund.
Anyhow, the chargeback is something I may want to pursue as well. I
know that credit card companies quickly become weary of merchants with
a lot of chargebacks against them.

Well, Online purchase in Hong Kong may not fell to Consumer council
jurisdiction (the transaction not happen in Hong Kong), but all I need
is a proof back to credit card company I raised tickets to appropriate
party and I don't accept that order in my bill.
I believe I am not alone with this type of case in Hong Kong. More
noise you make, more likely you can claim it back. :)
